Ko Olina Marina

Ko Olina Marina caters to both the sport fisherman and the recreational boater with all the amenities and facilities of a world-class marina.

A recipient of Marina Dock Age magazine’s “Marina of the Year” award for 2008, the 43-acre Ko Olina Marina has 330 full-service slips able to accommodate up to 200-foot vessels, plus all the services a mariner would expect from a world-class facility. The private marina is a boater’s dream with state-of-the-art Bellingham floating docks, a fuel dock for gas, diesel and pump-out and the Ko Olina Marina Beach Shop.

Opened in 2000, the Ko Olina Marina was the first marina to be built in the state of Hawaii in over 30 years and the only one designed to meet the needs of world-class mega yachts. Boaters who lease slips have access to water, electricity, cable television hook-up, telephone, laundry and restroom facilities, a picnic area and barbeque and gated entry to the Marina.

Ko Olina Boat Ramp

INFORMATION AND RULES FOR USE OF THE KO OLINA BOAT RAMP AND PARKING
(Updated, July 22, 2015)

This is a brief summary of the requirements and rules boaters are required to meet and adhere to in order to obtain authorization to use the boat ramp and designated parking. The full terms and conditions of boat ramp and parking use are set forth in the Ko Olina Boat Ramp and Parking Agreement (“Agreement”), which can be obtained from the Ko Olina Community Association (“KOCA”) by calling (808) 671-2512.

Ko Olina Resort is equipped with a boat ramp and 30 parking stalls for vehicles and trailers. The facilities are located on private property with allowed non-commercial public use.

Ko Olina Marina leases an access easement over the deep draft channel for Kalaeloa Harbor from the State of Hawaii, therefore the following procedures, requirements, state rules, and Coast Guard regulations must be observed by all boats operating in the same channel:

  1. Decals will be issued by the Ko Olina Aloha Team upon verification of the following documents and requirements:
    1. Owner Information Form and a signed copy of the Ko Olina Boat Ramp and Parking Agreement along with proof of insurance required by the Agreement.
    2. Copy of current registration for vehicle, boat, and boat trailer, vehicle safety inspection, valid driver’s license, and a valid no-fault or liability insurance identification card.
    3. Certificate of completion from a National Association of State Boating Law Administrators (NASBLA) approved course on the safe use and operation of a power driven boat as required by Hawaii Administrative Rules 13-244-15.5.
    4. Compliance with all state regulations.
    5. All boats shall be equipped with a marine VHF transceiver with Channel 71 and a motor or engine in good operating condition.
    6. Watercraft liability certificate of insurance that complies with the insurance provision in the Agreement. Watercraft liability coverage will have minimum limits of insurance of $500,000 for Each Occurrence for Bodily Injury and Property Damage. In addition, this insurance must maintain coverage for salvage costs associated with grounding & sinking, damage to docks, pollution contamination, and wreck removal.
    7. The total length of vehicle and trailer shall not exceed 40 feet.
  2. Owner agrees to pay the following fees, as applicable:
    1. Daily Launch Fee of $15
    2. Daily Parking Fee of $10
  3. Hours of Operation (Boat Ramp): The boat ramp and vehicle/trailer parking will generally be open from sunrise to sunset.
  4. Boat Ramp Access: Vehicles with trailered boats must enter/exit the Ko Olina Resort front gate via the right lane. KOCA reserves the right to alter the access route to the boat ramp in the future. See attached access and location map.
  5. Trailer-only and vehicle-only parking prohibited. Trailers must be hitched to a vehicle in the parking stall. Registered vehicles/trailers left in the boat ramp parking lot after sunset will be allowed to remain for one night only. Vehicles/trailers in the lot for a second night will be subject to tow. Transient dockage at Ko Olina Marina may be available for late returnees at the posted rate.
  6. Registration and boat ramp use is by appointment only. Please call (808) 676-4853 for an appointment for an appointment or (808) 671-2512 for information.
  7. Obtain clearance from the Ko Olina Harbor Master on VHF channel 71 prior to and while transiting the channel.
  8. Boats are not permitted to tie up to any pier or to cruise or anchor within Kalaeloa Harbor basin without prior permission from the Honolulu Harbor Master’s Office or the Aloha Tower Marine Traffic Controller.
  9. Boats are not permitted to anchor in Ko Olina Marina except in the event of an emergency.
  10. Boat traffic entering and departing Ko Olina Marina must yield to commercial shipping traffic in the entrance channel.
  11. Sailing and other boats must be under auxiliary power while transiting the entrance channel. Sailboats must have their sails lowered while in the entrance channel.
  12. The Rules of the Road, Hawaii Administrative Rules Title 13, Subtitle 11, Chapter 244 shall be applicable to the use of all boats transiting the entrance channel and while in Ko Olina Marina.
  13. Boat traffic entering and departing Ko Olina must follow visual warning and traffic control signals, as well as directions and commands from the chase boat provided by Ko Olina Marina.
  14. The use of personal floatation devices shall at all times be required within Ko Olina Marina and as required by all applicable state and federal laws.
  15. The use of any dock within Ko Olina Marina, except those appurtenant to the ramp, is prohibited.
  16. No boat shall be operated in any manner that unnecessarily interferes with any other boat’s free and proper navigation within Ko Olina Marina.
  17. The consumption of alcohol and the use of any illegal substance at the Ko Olina boat ramp and parking facility are strictly prohibited. The consumption of alcohol and the use of any illegal substance in the boat while in Ko Olina Marina are likewise prohibited.
  18. Any suspicious behavior must be reported to the Aloha Team at (808) 676-6547.

How do I register?

How long is the registration term?

Ko Olina vehicle, trailer and boat registrations are valid for one year.

Are Ko Olina’s insurance requirements similar to what is required at other boat ramp facilities?

Yes. Insurance requirements are in accordance with DOBOR’s mandatory minimum insurance coverage, including coverage of salvage costs for grounded and sunken vessels, damage to docks, pollution containment, wreck removals, etc. DOBOR’s insurance requirements are consistent with statewide insurance requirements for use of State facilities and grounds.

Why do I need to provide watercraft liability insurance?

Watercraft liability insurance is a DLNR requirement when leasing a slip in state-owned marinas. Boaters utilizing Ko Olina’s boat ramp will be navigating through a fully functioning private marina also occupied by luxury vessels. Watercraft liability insurance is necessary to cover salvage costs for grounded and sunken boats, damage to docks, pollution containment, wreck removals, etc.

Why must I have a NASBLA operators certificate?

A certificate of completion from a National Association of State Boating Law Administrators (NASBLA)-approved course is required by Hawaii Administrative Rules 13-244-15.5. Per DLNR, DOBOR: to improve on-the-water safety for all ocean users, all individuals who operate a motorized vessel in Hawai‘i’s waters must have taken a boating safety course and show proof of certification.

Is there a fee to use Ko Olina’s boat ramp?

There is a daily launch fee of $15 and a parking fee of $10.

Is there parking at the boat ramp for my vehicle and trailer?

Yes. The boat ramp parking area has a total of 30 parking stalls for vehicles/trailers, including two ADA-accessible stalls. The parking fee for registered vehicles/trailers is $10 per day. Boat ramp parking is limited to vehicles with trailers only. Beach parking is prohibited.

Why is there a fee for the boat ramp parking area?

Parking fees assist in offsetting daily operating and maintenance costs and were determined to be reasonable based on the anticipated use of the facility.

Is overnight parking available?

Yes. Registered vehicles and trailers in the boat ramp parking lot after sunset will be allowed to remain for one night only. Transient dockage at Ko Olina Marina may be available for late returnees. The Phoenician Launch Ramp Facility built by Ko Olina and located at nearby Kalaeloa Harbor is able to accommodate overnight vehicle and trailer parking for two or more nights.

Will boaters have access to Ko Olina Marina’s fuel pump, retail and F&B facilities?

Yes. Boaters may utilize Ko Olina Marina’s fuel dock for fuel and/or supply purchases. The Ko Olina Marina Store is currently open daily from 6 am – 6 pm. Vehicles with trailered boats may not enter Ko Olina Marina or Ulua Lagoon 4 parking lots via Waipahe Place for supply purchases.

Is the Phoenician ramp still open?

Yes. The Phoenician Launch Ramp Facility built by Ko Olina and located at nearby Kalaeloa Harbor is open from sunrise to sunset and can also accommodate overnight vehicle and trailer parking for two or more nights. For more information on the Phoenician facility visit: www.thephoenician.net.

Is there a wash down area for my boat?

Yes, there are three wash down bays, including one ADA-accessible bay, available for exterior boat and trailer rinsing only. No draining is allowed in the boat ramp parking area or on resort roads.

Why do I need an appointment to launch my boat? How long in advance?

Appointments ensure accessibility for registered boaters. We encourage scheduling launch appointments by 4 pm the day prior. Based upon the availability of parking stalls, we will accommodate requests up to one hour prior to intended launch times.

Can thrillcraft launch from the boat ramp?

No thrillcraft (as defined by Section 200-23, Hawaii Revised Statutes), including, but not limited to jet skis, are permitted to be launched at the boat ramp or used within the Marina.
